The 21-year-old Pretty Little Liars actress wore a stunning Paule Ka black chiffon cocktail dress with sequin embellishment at the bust and seatbelt detailing at the shoulder and the waist. She paired it with spiky booties from Ruthie Davis — HOT!
Lucy spent some time with 90210 actress Jessica Lowndes at the Charlotte Russe Santa Monica store opening and pet adopt-a-thon sponsored by Much Love Animal Shelter.
