Debby Ryan is beautiful in blue as she arrives at the 2012-13 Disney Channel Worldwide Kids Upfront Presentation held at the Hard Rock Cafe – Times Square on Tuesday night (March 13) in New York City.

The 18-year-old actress dolled up in a Theia dress and Sam Edelman shoes for the big night.
