Julianne Hough keeps herself warm in a ruffled black coat as she hangs out with her sister outside of Times Square NYC on New Year’s Eve (December 31).

The 22-year-old actress/singer watched boyfriend Ryan Seacrest host Dick Clark’s New Year’s Rockin’ Eve 2011 in the Big Apple.

Julianne tweeted out to her fans, “Hey guys! Happy new year! My resolution is to tweet more often! I want to make sure you all know how much I love and appreciate you :) What were some of your new years resolutions?”
